When Quinton researched the jail rules and procedures the next day, he was shocked at the statistics his client was facing. According to information released by the Harris County Criminal District Courts, there were about fifty thousand active cases pending in the district attorney’s office. There was a backlog in the criminal justice system, with most of those cases being more than a year old. The delays resulted in leaving the accused who were seeking answers and resolution hanging for extended periods of time. Those who were later found innocent were particularly harmed.

Part of the reason for the backlog was Hurricane Harvey, a category 4 storm that had hit Texas and Louisiana, and the later pandemic. The hurricane had seriously damaged the Criminal Justice Center, forcing its closure for some time for repairs. Since normal court proceedings did not take place during that time, delays were caused which were still impacting the schedule years later.

Quinton could see that he might get bail for Owens, if it weren’t a murder case, if for no other reason than to keep the population down. No way the DA was going to let Owens out, even if he could make bail, which Quinton doubted. He understood why so many defendants pled out. If the infraction was minor, they might serve more time waiting for trial than the actual sentence imposed by the judge. That left some with a record who were actually innocent.

He considered Owens’ options as he drove to the county jail, went through the usual time-consuming steps to see his client, and finally sat with Dione Arthur Owens in an attorney interview room about two hours later.

“Hello, Mr. Owens. I guess if you want me to advise you, you best tell me what happened.”

“Hey, Q Ball. Call me Dart.”

“We won’t be using that name again. My name is Quinton or Mr. Bell, and if you want me to represent you, treat me with respect, as I am treating you. Now what happened?”

“I killed the guy. That simple. Flat out coldcocked him and he whacked his head against the table on the way down and bled out.”

“Why would you do that? Hit him.”

“He was trying to take the drugs and the money. We had a deal, and I was not going back to the boss man emptyhanded. He’d kill me for sure.”

“Who’d kill you?”

“The man I work for. He sent me with the drugs and I was supposed to bring back the money, but this guy, Jug, he tried to trick me and keep it all. I done it a dozen times before and always got the scratch. This time, the mutha’ fucka’ Jug wanted to keep it for some reason.”

“Okay, I’m getting confused. Let’s slow this down. What is Jug’s real name?”

“Don’t know. Only know Jug.”

“Who did you work for that sent you with the drugs?”

“I ain’t tellin’ you that, White Boy. Besides, you already know him.”

“Let’s pretend I forgot. Remind me.”

Owens tried to stand up but was jerked back down by his handcuffs looped through a ring on the metal table.
